Derrick Silva told KITV he never attended veterinarian school or received any medical training.
Silva also said he conducts procedures on animals at his Pearl City home, including spaying and neutering dogs and performing eye surgery.
Silva says he doesn't have a veterinarian's license.
Jo Ann Uchida says her office, which regulates veterinarians, has never received any complaints against Silva.
"Anytime somebody is doing surgery on an animal, they need to have a license and certainly if they are doing ear cropping," said Uchida.
Uchida said there are no reported complaints against Silva.
Uchida is encouraging the public to contact the state's Department of Commerce and Consumer Affair's complaints and enforcement office.
